to establish a permanent mechanism of cooperation, consultation and information exchange between participants of the process of civil society formation in Ukraine; 

to ensure a single Government policy of financial and economic cooperation with foreign financial organizations concerning attraction of grants, international technical and humanitarian aid; 

to solve actual problems and to find new approaches for organizational, financial and technical support of NGO in Ukraine; 

to develop coordinated strategy and to ensure joint interests of governmental, public and commercial sectors under conditions of civil society formation; 

to sum up results of donor organizations’ activity in Ukraine and to analyze efficiency of usage of NGO grants and technical assistance; 

to discuss the ways of NGO’s and commercial sector’s participation in the development of national programs of economic and social development; 

to assess current stage of civil society development and, in particular, 

Forum organization ensures interests of all participants: 

For state structures it is: presentation of strategy and directions of state policy of public sector development in Ukraine; 

receiving «direct» information on the development of «third sector» in Ukraine and on problems of charitable organizations’activity; 

presentation of the legislative base and requirements related to the activity of charitable structures on the territory of Ukraine; 

discussion of problems of cooperation between different parties and ways of their solution; 

formation of a collective decision making procedure that involves charitable and public organizations; 

obtaining complex information on priorities and perspective directions of charitable organizations’ activity in Ukraine; 

open discussion of problems of adoption of worldwide practice of charitable organizations’ activity to the legislative base of Ukraine; 

an opportunity to obtain complex information on development and needs of NGO activity. 

For charitable organizations and patrons it is: 

presentation of their programs and working priorities to public; 

an opportunity to have first open dialogue with parties that are direct objects of their activity; 

a possibility to introduce the most problematic aspects of their activity and to discuss in public how to solve the problems; 

obtaining objective information on vital needs of «third sector» in Ukraine; 

receiving information about principles of state policy of development of cooperation with charitable and public organizations; 

prioritization of their activity taking into account real needs and problems of «third sector» in Ukraine. 

For public organizations it is: 

receiving «direct» information on priorities, problems, and perspective activities of state and charitable organizations in Ukraine;

first opportunity to have «direct dialogue» with representatives of organizations, which are vital for public organizations’ activity;

presentation of their projects and programs to public; 

presentation of complex information on important needs of public organizations activity; 

obtaining information on possible cooperation and aid in realization of their projects; 

an opportunity to see efficiency of state policy that concerns public organizations in Ukraine. 

For all together: Realization of the event will give an opportunity for the first time to have «direct dialogue» between three parties - direct participants of civil society formation. Organization of the action is the first step towards the practice of elaboration of coordinated decisions regarding the most vital problems taking into account interests of all parties. This action initiates the practice of «direct dialogue». 

Special advantages of the Project: 

1. The Forum with more than eighty managers of funds and international organizations should provide opportunities to increase interest of donor organizations to Ukraine and to increase financial aid to Ukrainian NGO; 

2. Joint decision of Forum participants initiates the permanent mechanism of active information exchange between
representatives of the «three sectors» that concerns activity aimed at public sector development; 

3. The problems of NGO functioning was initially introduced by state organization, NAUDEI, which has the following
objectives: to ensure a single government policy in the field of financial and economic cooperation with foreign financial
organizations that concerns attraction of grants; to prepare relevant legislative and other regulative legal acts; to analyze
efficiency of usage of attracted foreign grants, international technical and humanitarian aid; to ensure active information exchange between Ukrainian and foreign participants of the process of grants attraction and their usage; to organize national and
international subject conferences, seminars, exhibitions, etc.. 

4. Participation of the first country leaders in the Forum brings the problems NGO’s and donor organizations’ activity in Ukraine to the highest level. Forum participants will be able to introduce and discuss conceptual problems of legislation,
taxation, juridical and information aspects of their activity. 

5. This event will allow to discuss vital problems of juridical base public and donor organizations’ activity in Ukraine. 

6. Participation of world-known philanthropists and managers of large international organizations and programs (USAID,
TACIS, UNDP, etc.) will attract broad public attention, will stimulate an increase of social activity and development of public organizations. 

7. The «corporate» (joint) approach to Forum organization is an example of successful realization of important common
projects; it introduces a practice of cooperation between NGO.
