Civil society is an ideal form of any society. It can function
only under the condition of harmonious combination of all its components
- three sectors: state, public, and commercial. Now in Ukraine the process
of democratic institutions development is far ahead of economic reforms.
However, correlation between democratization of the society and economic
development allows to make optimistic forecasts.
In this context public sector plays an important role because it is
a bridge that connects state and commercial systems. These circumstances
show that multifunctional sector of non-government non-for-profit
organizations is a core element of any civil society.
Independent sector of Ukrainian public organizations promotes civilized
development and introduction of democratic reforms, formation of individual
values, public consciousness. It creates effective system of public
interests protection and assists in forming philanthropic and free-will
culture.
Positive experience of transition period of post-totalitarian Eastern
and Central European countries shows that public sector development is
proportional to economic growth and society democratization. In particular,
number of public organizations in Poland, Czech, and Hungary, where the
process of reforms achieved the largest success, is 8-12 times larger than
in Ukraine. Activity of local public organizations in these countries helps
to solve more than forty percent of social problems in local communities.
However, even now small number of Ukrainian NGO carry out the most progressive
social changes that could not be done by state structures, or by representatives
of commercial structures dealing with social problems. It is public organizations
that are in avant-garde of scientific social and political research. They
realize essential part of social reforms and provide social support. They
deal with the problem of raising new generation, with ecological problems,
etc. Almost all fields of social policy, including entertainment, art development,
professional orientation, employment, participation in social life, etc.
are almost exclusive responsibility of public organizations.
Project contents: In spite of week infrastructure Ukrainian «third
sector» has its own rich history. For the last fifteen years a diversified
structure of NGO that act in all fields of social life has being formed.
At this moment the process of initial formation and institutionalization
of Ukrainian NGO is completed. Current stage of democracy development in
Ukrainian society permits to raise the organizational level of cooperation
between state institutions, international financial and donor organizations,
public organizations, and commercial structures.
Because of slow reform development and slow social progress in Ukraine
no attempts have being made to establish a mechanism of equal cooperation
of public sector with representatives of state structures, charitable organizations,
and business. Creation of a full-functional system is impossible without
formation of a «direct dialogue» mechanism between them. Good
will of all participants of the process - representatives of three existing
sectors - is necessary to achieve the goal.
The idea to organize an event that would create a foundation of the
dialogue between State, entrepreneurial structures, and NGO was borne long
time ago. Many factors demonstrate the necessity to initiate the process
immediately. During last two years similar attempts were made on the regional
level. Moreover, during several years many Eastern and Central European
countries, in particular, Lithuania, Croatia, Czech, Hungary, etc., have
gained positive experience of organization of NGO forums.
Today organization of a Forum of «three sectors» in Ukraine
is vital. Critical necessity to organize the event is related to the special
need of cooperation between representatives of three sectors. Ukrainian
specificity is based on the fact that many representatives of state and
entrepreneurial structures do not
have even theoretical understanding of public organizations’ functions
and their role in a democratic society. This inference is supported by
the fact that state structures (NAU DEI) and the authoritative international
organization - UN Development Program - became initiators of the Project
together with
public organizations and charitable funds.
Now NGO Forum organizers are representatives of all three sectors:

The idea of joint Forum organization is not only the result of understanding
the need of cooperation between representatives of «three sectors»,
but it also demonstrates social maturity of Ukrainian society. We think
that this new idea of joint organization of projects is the most useful
and effective way to reach the Project’s objectives. Obviously, the mechanism
of joint realization of important projects will be soon usual approach
in realization of other important NGO projects. Cooperation of efforts
of different organizations in order to reach common goals should substantially
increase productivity of their work and should help in realization of new
outstanding projects.
In our opinion the Project realization with participation of many
organizations:
will become a good example for other public organizations;
will ensure a high organizational level of the event;
will give an opportunity to use advantages of collective decision-making
that provides the most full and various results;
will reflect in the Project advantages of many-sided experience of public,
donor, state, and entrepreneurial structures;
will allow to ensure interests of all parties represented at the Forum.
Based on the positive experience of NGO in Eastern and Central Europe
and on the analysis of existence and specific development of «third
sector» in Ukraine Forum organizers decided that NGO Forum should
be the first and the most efficient step towards new stage of NGO development
in
Ukraine. Main idea of the Forum is reflected in its slogan: «Three
sectors on the way to a civil society». Important feature of this
event is the fact that for the first time in Ukraine all interested organizations
without exceptions are invited to participate in the organization of this
large-scale project. This approach will ensure extra-efficiency of the
event realization because the process of Forum organization will take into
account interests and propositions of all participants of the process of
civil society formation. Creation of the Organizing Committee (Committee),
which consists of the most outstanding representatives of state, public,
and donor organizations, and diplomatic corps, will determine the most
efficient form of the event organization and will make problems analyzed
during the event more objective.
Form of Forum organizations: The most practical (combined) form
of Forum organization will be used to make it more efficient. It includes
presentations of representatives of all parties, discussions of problems
during working meetings, and an exhibition-presentation of Forum participants.
Main goal of NGO Forum is: institutional development of the sector
of public organizations of Ukraine (NGO) through establishment of the practice
of «direct dialogue» between three equal parts of any civil
society - State, public organizations, commercial structures and mass-media.
